Absolute File URL for CSS Link From Template

With FrontPage 2003,
My page template links to a .CSS file. It also links to regulat .htm files.

I saved this template (with or without "Save Template in Current Web")
multiple times, under multiple names, for testing.
Then I created pages based on those templates, and saved them. The links to
..htm files all were converted correctly to relative URLs.

However, the link to the .CSS file sometimes remained as an absolute file
URL. But not always, in some cases is was correctly converted to a relative
URL.

What makes the difference? When does the .CSS link get converted correctly
to a relative URL, based on what?

"Normally" when a link to a file winds up as an absolute "file link," it means that the
page was edited without opening the web first and then the page.

In may case I create a new page from the template after I opened the web in
FP2003. In the template, the link to the .css file looks like this:
fpweb:///_themes/general.css
