Absolute page size. How on earth?

I'd like to have my pages an absolute fixed width in
pixels, but everything I try just expands to fit the
width of the screen.

I'd started out with the usual themes, but I'd like to
get my content framed on the page, with a header and TOC
that match together. There's a site www.military.com
where the page is a fixed pixel size, and if the screen
is too big it just centres it. How do I do that?

I've ploughed through Microsofts Step by Step, but this
step seems to be missing %-)

I seeeeeeeee! A single cell table? and nest all the
frames inside it? yes?
