Academic Edition Upgrade?

All of the vendors that sell Office XP Standard for
Teachers and Students say that the product is not
upgradable? However, MS is currently running the
promotion to get a *free upgrade from XP Standard for
Teachers and Students to 2003 edition. If the product
is "not upgradable" how is this possible?
