Accept proposal option unavailable

Unable to accept new time proposed on calendar in Outlook 2003. Accept
proposal button grayed out, but I already selected the allow attendee to
propose new time for meetings options on my calendar.

The "Accept Proposal button" is greyed out in Outlook 2003
