Access 2000 - Database or Object is read-only. (error 3027)

I am creating a new database and am doing a simple TransferText Macro to
import an Excel file. I can import that file manually via File - Get
External Data - Import. But when I try to do it through the macro I created,
I get the error:

"Cannot Update. Database or object is read-only."

This database resides on my C drive and nothing is marked read-only.
