ACCESS 2000 DBF FILES

I have tried everything to get Access 2000 & 2002 to link
with DBF's with no luck. I can link successfully with
Access 97, no problem. Error indicates something to do
with it is open exclusively or is locked which I know is
not true because I can do it with 97 easily.

I have read the KB articles which don't help much at all.
I do have Windows 2000 with SP4 installed which would give
me the latest Jet Engine.
