Access 2000 Run-time

I teach a "Web connectivity" course. In my lab, each
student has an assigned hard drive with MS Server 2003
installed. However MS Office 2000 Pro is NOT installed on
their partition (and there is not enough free space to
install it).

I would like each of my students to connect to an Access
(2000) database (that I set up) using the IIS server
installed on their hard drive. This means I need at least
an Access 2000 runtime installed on each student hard
drive so the server can run the database.

I don't have the Office "Package and Deployment" wizard to
create a runtime package. Can I create a runtime
manually? Where could I get a list of files that are
needed to implement the run-time (and a registry import
file for the settings)?
