Access 2000 Runtime error with XP

I am using SageKey to install an Access 2000 program.
After installation on XP machines I get an error-
"Microsoft Office - This application must be installed to
run. Please run setup from the location where you
originally installed the application." If I install the
AccessRT using an seperate exe it works. Any hints??
