Access 2000 Window mode not restored

My user has a problem with multiple instances of Access running. The first
database opens fine but the second opens with the database window shrunk to
the size of the title bar. After maximizing the database window the left
navigation window needs to be resized each time the database window is
repainted. This just started happening after Access has been running
properly for years.
