Access 2000 wizards do not run

I am unable to run any wizard from within access 2000. I
have applied the fixes recommended in the below knowledge
base articles but they have been unsuccessful in fixing
the problem:

ACC2000: Error message When Running Access Wizards
(303769)
ACC2000: Nothing Happens When You Try to Start a
Microsoft Access Wizard (242218)

Any help/suggestions would be greatly appreciated. Thanks.
