Access 2002 - ldb files not releasing

The ldb file on my databases is not releasing, therfore
making the file unavailable until I restart the PC. I
have tested this on converted databases and new 2002 dbs.
Any ideas what would be causing this?

(I have Access 2000 and 2002 installed on the same
machine.)
