Access 2002 - mshet40.dll will not load

I am getting the error "Microsoft Access can't load the
dynamic-link library mshet40.dll." when trying to open any
data base.

I have tried repairing and reinstalling. Each time I get
more errors.

What do I do now?

That should be msjet40.dll
