Access 2002 shows Database Window when it is hidden

One of my user's Access mdb application when open will show the database window even though it is set to be hidden at startup. This happens when the Application is minimized on the desk top and not when the program is loading

Does anyone know why this is happing? Or if there is a specific set of keys that will cause the database window to be displayed.

F11 will cause the database window to be displayed.
