Access 2003 and ADE on Vista Business

I have installed Office 2003 PRO on Vista.
All my Access applications work - so far.
I have the VSTO 2005 and have installed it along with the ADE.
The Wizards will not work. I get a blank start-up page.
How has anyone installed this to get it to work properly?
BTW - I can install this on a WIN 2K PRO machine and it works just fine.
