Access 2003 - Cannot open images in reports

I am running Microsoft Office 2003 Professional and Windows XP. When I
attempt to open a Report in Access the contains a graph created using data, I
receive the following error:

Microsoft Occice Access can't start the application required to open this
object. An error occured and this feature is no longer functioning properly.
Would you like to repair this feature now?

Saying Yes to the repair does not help. I reinstalled Office and it did not
help. Does anyone have any thoughts on how to resolve this problem?

I am operating the reports from within Access. They used to work just fine,
in other words, these are existing reports. Others on the team can view the
reports normally, but at least one other person is encountering my identical
problem.

This must be some kind of configuration problem. When I open the NorthWind
database and attempt to view one of the sample charts, I get an empty box.
So the problem is not with my specific reports. It may be a problem with how
Access is now linked to Excel.

Since I used to be able to view reports, it might have been caused by a
security patch?
