Access 2003 database locked

Hello

I am using office 2003 professional.

We have an access database and have set the permission to open in sharded
mode with out any record locking.

When you open the databse it still creats a lock file and locks the database
so not one else can use it.

Is there any thing else I need to do to share the database.

Ensure that users have read/write/create/delete permissions on the folder
where the mdb is located.

Also you should consider splitting the database - put the backend on the
server and give each user a copy of the frontend (with table links to the
backend) on their PC.

I have given everyone full access to the folder with no luck

Can you please explain how to split the database I do not know much about it.
