the runtime is not yet available. However, when it becomes available, it
will be free.....
I reasonably sure that a2003 will run under the a2007 runtime. However, I
suspect that you will not be able to create a package to "make" the runtime
unless you have a2007......
So, yes..the runtime will be free, and yes...it should run a2003 files ok.
As to if you be able to install the runtime without first using the package
wizard to create that runtime in the first place, I don't know. In other
words, if you create a runtime package with a2007, it should run a2003
files.
It just not clear if the package wizard, and a2007 will be required to
create the runtime that you can freely (and legally) distribute.....that I
don't have the answer for yet....
There might be a separate runtime install/download that becomes available
for use, and this would mean you don't need a2007 at all.
You could thus then use this runtime to run any mdb/mde file once installed.
I just don't know if you be able to download a stand alone runtime, or you
will ONLY freely get the runtime + package wizard that lets you build a
freely distributable runtime. Once case would be a download and install that
runs any recent mdb/mde file. The other case would mean you have to create
the runtime with the tools you download..and those would thus need a2007 to
create the runtime...
