Access 2003 Deployment Problem

I cannot find Access 2003 Developer Extensions with the Packaging Wizard or
any Add-on in Visual Studio.
I have Office 2003 Professional and Visual Studio Net 2003 installed.
My Access 2003 database is designed and I want to use it on my workstations
over my local network.
Am I missing something?

Yes, you are missing the Visual Studio Tools for Office 2003 System, which
is where you will find the Access Developer Extiensions, including the
Packaging Wizard. Neither Office 2003 Pro nor VS.NET 2003 includes it.
