Access 2003 developer extensions error message

I am trying to package an Access database using the Access Developer
Extensions included in Visual Studio 2005. In the process I am working
through the Northwind sample database. When I try to install the package, I
get the message "Northwind cannot install one of its required products.
Contact your technical support group." I have installed SP@ on my computer
and made the code changes per article id 916176. Does anyone know what this
is?
