Access 2003 - Developer

Hello

Our office is thinking of upgrading to MS Access 2003, but I can't seem to find the equivalent of a developer edition in order to be able to legally install a runtime version and distribute the databases I make to the users at work. Is there such a thing for Access 2003, or would we have to purchase multiple licenses in order for users to make use of Databases which I develop
