Access 2003 DOA on Win2000 box

I can not get a fresh install of Access 2003 (Office 2003
Pro) to run at all on my Windows 2000 machine. I have
service packed and reservice packed. I have updated to
sp8 of msjet. I still can not get Access 2003 to run at
all. It gives:
Faulting application msaccess.exe, version 11.0.5614.0,
stamp 3f3c8e3c, faulting module kernel32.dll......
any hints?
