Access 2003 drag-and-drop hyperlinks don't work in Word

synopsis: drag-and-drop hyperlinks in Access 2003 (Access 2000 file format)
work for one table and not another when exported to Word

I am trying to publish a Word 2003 document in a shared folder on the server
that has an index of the agency's Policies and Procedures with hyperlinks to
the beginning of each policy or procedure (there are sometimes several
procedures which follow the policy description all in one document). I have
a Word index of attachments to these policies in which the hyperlinks are
working fine.

These drag-and-drop hyperlinks are based on tables in Access 2003 in Access
2000 file format (in hyperlink fields in respective tables ([P&P Index] and
[Attachments]). When I drag and drop text to link the Attachments, the
location of the hyperlink target appears thus in the edit hyperlink dialog:

\\acctg_srv\apps\POLICY\Admission-Discharge\AD-01-01
Admissions.doc# 1,22604,22631,1,,EMPLOYMENT SERVICES INTAKE

(This links to the text "EMPLOYMENT SERVICES INTAKE", the name of a form
attached to procedure under policy AD-01-01)


when I export the table to Word, the working link target appears as:

Admissions.doc#_Hlk150680631

The link above works in Word, but when I try to link to text within these
same documents in the [P&P Index] table, the hyperlink targets appear with
forward slashes and I can't get the entire destination location to appear:

The [P&P Index] and [Attachments] tables have a one-to-many relationship. I
think this may be a relative versus absolute hyperlink problem, but I'm not
clear on the difference or how to fix it. All users will be on the same
server and all hyperlinks target the same shared folder. Could it be the
relationships that prompt Access to change the way it writes the hyperlink
target destination? Every time you click the hyperlink in Word, the "Cannot
open the specified file" error pops up.

Help!!! How do I get the policy and procedure links to work when I export
them to Word?!?!
