Access 2003 Functionality

Does Access 2003 have the ability to disable the mouse wheel from scrolling thru records?

If there's something new in Acc2003 I can't find it. Which means you will probably need to do the same thing we've done in Acc2002
and Acc2000.

Take a look at http://support.microsoft.com/default.aspx?scid=kb;en-us;278379. Unfortunately, it's not for the faint of heart.
