Access 2003 graph installer problem

Since upgrading to Access 2003, every time I open a
report with a graph, the "installing components for
Microsoft Graph" routine starts to run. If I
hit "Cancel", the graph opens immediately. Tried
converting the Access 2000 file to Access 2003, but that
didn't fix it.
