access 2003 install wizard can't find xp outlook

When installing access 2003 on new pc (with current xp home and outlook),
install wizard can't find xp or office; so access install will not continue.
Have tried to install using office install cd as well with no success. Have
queried microsoft support incl knowledge base with no hits.

I THINK you bought the upgrade version of Access and it is looking for
Access XP (2002) or Access 2000 not Windows XP or Outlook. But I am
confused as to why it is not finding Office, unless it is not one of the
qualifying products or the Student version of Office which I do not believe
is upgradable either. (See the side of the box for Access 2003 for
qualifying products.)
