Access 2003 ODBC connection error

microsoft access can't find the wizard, or the wizard has
not been installed, or there is a syntax error in the
declarations section of a visual basic module

After Tools > Datase Utilities > Linked table Manager..
the above error is displayed and I am unable to connect
to tables.
