Access 2003 Permissions

I have a client who is using Access 2003. He can open all his files except
one, which returns the following error when he tries to open it:

"You do not have the necessary permission to use the
'Drive:\Path\KPSQAP.mdb' object. Have your system administrator or the
person who created this object establish the appropriate permissions for you.

I do not know a lot about Access but it seems to me that he has not been
given, or has not been included in, permissions to open this file. How does
one go about giving these permissions?

All help is greatly appreciated.

Thank you for your response Chris. I understand what you are saying, but, as
I said, I am not familiar with Access... where does he type that command?
Does he use "File | Open" in Access or does he use the Windows' "Start | Run"
feature?

I do and I can explain it to him but I am not sure I understand everything in
the following statement:

"path to msaccess.exe" "path to db.mdb" /wrkgrp "path to secure.mdw"

1. path to msaccess.exe = location on the hard drive, e.g.;
C:\program files\... \msaccess.exe ?

2. path to db.mdb = location on the network drive of the actual DB file, e.g.;
S:\foldername\...\KPSQAP.mdb

3. wrkgrp "path to secure.mdw" = ??? what is the "secure.mdw"? Is the word
"secure" replaced with something?

4. Are the double quotes required?
