Access 2003 Runtime compatibility with Office 2002

If I create an Access 2003 runtime application using XP and Office 2003, will it install and run properly on an XP OS with Office XP (2002) PC? I have the upgraded Office 2003 Suite on my PC but my users all have Office 2002. I want to be able to distribute an Access 2003 application to them. The users do not have Access on their PC's
