Access 2003 Runtime & ShortCut

I'm working in a company that has many Access97 databases. These databases do
not have the database portion split from the code. The users have shortcuts
on their desktop that point right to the network mdb file. They want to start
migrating to Access2003. Currently their standard Office install is
Office2003 with Access2003 not installed, and Access97 installed.

I'm thinking the best migration path is to:

1) Update a Access97 database to Access2003
2) Make a short cut to the Access2003 database
3) Make an install package of the shortcut and the Access2003 runtime.

This way we can upgrade the databases piecemeal and not have to upgrade all
the pc's at once to Access2003.

One issue I see is that the Package Wizard in the Access 2003 Developers
Extensions definitely wants to bundle an mdb, mde, adp etc. type file. I just
want to include the AccessRuntime and the shortcut.

Another potential issue is that I only want the package to install the
Runtime if it is not already installed, users should only install it once.

Does anybody have some thoughts on this? Any good ways to distribute the
runtime and a shortcut? Anybody forsee any problems?
