You cannot upgrade the Home and Student edition.

The above text indicates "any 2000–2007 Microsoft Office program or suite".
As I read this, it does not disallow the Home and Student edition. Now,
granted, the $329.95 upgrade price may not be so easy to swallow, but that's
a different issue. It looks like one could get Office Access 2007 by itself,
for an upgrade price of $109.95:

version whether you are just getting Access or Office.

It's probably cheaper to upgrade your copy of Office 2003 to Office 2007
Professional. Search Microsoft's web site for Office 2007 and upgrade paths.
