Access 2003 - The database is in a state

Hello all,
When multiple users are trying to work on different forms
on the same database in access 2003 we are getting a
message saying: 'The database has been placed in a state
by user 'Admin' that prevents it from being opened or
locked'.
When looked into the problem, I saw there was a fix for
this problem in Access 2000. However, I did not see
anything for access 2003. Anybody knows how to get around
this problem?

If multiple users are opening the form in design view, this is expected.
Multiple users cannot make design changes in any Jet 4.0 database
(2000,2002,2003)

Well,
Does anybody then know how to get around this problem.
Since access 2000 had a fix, I think 2003 should have a
fix too
