Access 2003: "There was an error executing the command."

I and all other users are using Access 2003. We have a new database that we
are implementing. However, the error message in the subject line appears in
a pop-up box anytime more than one user tries to access the same form at the
same time. I've tried splitting the db into front and back-ends, and trying
various record-locking settings in the Tools | Options | Advanced window.
Nothing works.

Never had this issue arise before. Any help would be greatly appreciated.
