Access 2007 Developer Ribbon is missing

Hopefully this is the correct place to post...

I don't have the Developero tab Ribbon in Access 2007. I've followed the
instructions for enabling it but it's not there.
Office Button - Access Options - Popular and the checkbox for developer
ribbon is not there (I have it in Word and Excel though).

Also, the checkbox for Trust access to the VBA project object model is
missing in the Trust Center - Trust Center Settings - Macro Settings.

Anybody???
