Access 2007 Embedded Macros Problem

Going to "Access Options", "Object Designers", then checking "Always Use
Event Procedures" does not work. Access keeps making Embedded Macros for any
event on my form. How can I stop this? Or is there a fix? I am on XP Pro
SP3.
