Access 2007 Run-time and KB813617 error

I am deploying an Access 2007 Run-time database using the Install process.
The Install process builds correctly (no errors displayed). Once the CD is
built and in the process of installing the database at the point where the
2007 Run-time is to be installed we get - Access 2002 runtime update KB813617
error.

Has anyone had this happen and how does one get around this?

I attempted to install the KB813617 patch, but it indicates it cannot find
the environment and terminates the install. Is there a problem with building
a 2007 Run-time application?
