ACCESS 2007 Toolbar Menu

I am trying to convert an 2003 mdb file with the menu as a toolbar.
Now the toolbar is moved into the ADD IN ribbon and it disappears each
time a form is opened. Is there any way to duplicate the toolbars
that were in access 2003.

In Access options, (Popular), run as 2002-3 program, and under Current
Database, uncheck Navigation Pane, and select the name of your menubar under
Ribbon and toolbar options.
