Access 2007 with Windows Terminal Server

I just installed MS Access 2007 on a Windows 2003 Standard Terminal Server.
After I restarted I tried to bring up Access and got the following message:
'This copy of Microsoft Access can not be used on Terminal Server. Please
contact you local authorized Microsoft retailer for more information.'
This is a new copy of Access 2007 with a product key. Do I need a different
type of license?

Any help would be appreciated. Thank you.
