Access 97 installation on XP machine with 2GB

I've installed Access 97 a dozen times on Windows XP machines that have
<=512MB of memory. I'm trying on a XP machine with 2GB. I'm getting an error
during installation of "not able to create system.mdw" and after installation
"an error occurred at changing workgroup database". I've copied an existing
system.mdw into the windows/system32 folder and now get a "out of memory
error". Any thoughts?
