Access 97 LDB and MDB

I have a program that uses an ACCESS MDB file which
encountered an ABEND (Abnormal End).

It left the MDB and the corresponding LDB file in LOCKED
state. I tried deleting the LDB file but the system tells
me that the LDB file is being used by another process.
Same is TRUE with the MDB file.

Is there a way to fix the LDB file or even delete it?
