Access 97 running on Win XP

I have Office 97 running on Win XP, not my decision but a
must. All office apps run fine except Access. When I try
to open access it says it " cannot open because there is
no license for it on this machine". This is before and
after installing all updates MS has available for download.

We have it running on other machine and everything works
but I didnt set those up.
