Access 97 upgrade not working

According to an article on the MS website, the compliance
checking program does not work when it should allow setup
because Office 97 Small Business Edition is already
present. How do I get around this? I'm installing on a
new computer and the Access setup will not recognize the
Office 97 and therefore locks me out.
