Access and Jet version

Hello,

It's stated that "The Access 2003 Setup program does not
update any system files. Therefore, after you install
Access you may not have the latest version of the Jet 4.0
database engine." in KB239114 which totally confused me.
Could anyone help me understand about this strategy?
