Access based on outline codes?

I was looking for ideas/suggestions on how restrict access to
project/resource information in PWA (and possible project pro) by using
outline codes. In other words i want a setup where department
managers/members can only view/edit project or resource information
within their department. I was envisioning the "identifier" being a
custom outline code

Any suggestions will be appreciated

There is one specific Resource Outline Code already cast for this purpose.
This is Enterprise Resource Outline Code 30, also known as the RBS. This is
exactly what you're looking for.
