Access Control for Project Webservices

We have built a custom web service for MSProject. It can
be accesed OK from a VB Application, however when we try
to access from Java, with the same user it says "(401)
Access Denied" for the same user/password combination,
when used from a computer that is not part of the domain.
Is this a dubious feature of MSProject Server, regarding
web services?
