Access Database

I have some people when they open Access then open any database, their
receiving the following error message:
"Can't Open the Microsoft Jet Engine Workgroup Information File"
I uninstalled and reinstalled Access and I'm still receiving this error
message. We even receive the error message when we're trying to create a new
database. Does anyone know what could cause this error message?
