Access Db for financial Info?

Hello,
I am about to start working on a database for the budget information
in our department. There are many issues to it and too many
calculations. And i was thinking MS Access wouldn't be very helpful
for creating such a database.
There are many excel spreadsheets that have circular formulas and the
like and I'm not sure how well we could use Access for the same.
I'm not sure if Access was the best way to do it.
I would be grateful for any suggestions!

Well, I'd estimate that spec development at about fifteen hours of
consulting time (and wouldn't take the job, I'm too busy and don't
have much interest in accounting).

I'm sure Access *could* do it, but I have no idea whether it *should*.
And it's probably a bigger question than a simple newsgroup posting
