Access denied doing a delete

In solving a internet explorer problem (can't download files) I found a help
me document 306837 under support.microsoft.com/kb. The proceedure required
that I delete index.dat that was buried in my documents and settings folder.
After logging in as the administrator I followed the procedure of changing to
the proper directory at the command prompt. I then, as instructed typed 'del
index.dat' and enter. It came back with access denied.

Any ideas or help would be appreciated.
