Access denied to outlook .pst files

Outlook (2003 for XP Home Edition version) will not launch. Access is
denied to the local settings/application data for my account. I don't know
what caused this to happen. The other users on the system are fine. Can
anyone tell me how to reset access to this account (outlook.pst).
Alternatively, how can I uninstall and re-install Outlook?
