Access denied to workgroup

I've recently converted Access 97 to Access 2000. All
users were able to join the existing workgroup except one.
This user recently got a new dell computer and is the only
one denied access to join the workgroup.

However, that user is able to join the workgroup using
another computer - another new dell computer. I don't
understand, please advise.
