Access Developer Extensions

I've moved an Access database (.mdb front-end and .mdb back-end) to A2003
from A2002. I am trying to get it to run on a machine without Access loaded
by using the Packaging Wizard. But the Packaging Wizard comes from my Office
XP Developer and it INSISTS on making Access Runtime 2002!
WHAT I'VE TRIED:
--I have gone back to Control Panel to update my Office Professional 2003 so
that .NET support for Windows and Excel and so forth.
--I have an MSN Professional subscription and downloaded and installed
Visual Studio Tools for Office 2003 but as far as I can tell, it doesn't do
anything.
--Do I have to purchase the boxed version of Visual Studio Tools for Office
2003?
--I'd really appreciate some help!

Yes, the MSDN Professional and MSDN Enterprise subscriptions do not include
Microsoft Access 2003 Developer Extensions.
